Park City Scenario Documentation

Park City is a beautiful, bustling city with lots and lots of
parks, hence the name Park City. It is very built up
("chock-a-block") with almost no room to spare, but most of it hasn't
been fully developed yet. There is one major problem, though, and that
is for YOU to try and solve.
Park City had a bright young mayor with big plans. But he could
not fund his "super city", so he started to embezzle funds. (You can
see on the charts where he learned to embezzle.) He built his city
according to his master plan and moved on. Now you are in charge. On
your first day you discover that the city is losing $5000 a year. You
must get the city back on its feet and out of the red!
Here are the rules:
1) You may embezzle funds, if you know how, until you feel you can
get out of the red. You will get around $22,000 dollars to
start.
2) You may not demolish so many buildings that you lose more than
2500 people a year. Your city must stay a metropolis.
3) You cannot let traffic, taxes, or crime become a gripe of more
than 25% of the people. You cannot let any other thing bother
them more then 35%. You must keep over 50% of their vote.
4) You may disable disasters, however, you must have one once every
ten years, be it fire, floods, or earthquakes.
5) You may not do anything in opposition to the general idea of the
rules, i.e., find a loophole.
Here's what to do if you violate any of these (except #5, of
course) - First SAVE it. Then fix the problem. If it is not fixed by
the next year, reload it, and try again. Remember, you are your own
referee, and it is stupid to cheat at solitaire.
These rules were written for the IBM version, so you may have to
modify them accordingly. If you find a loophole or have any kind
